    This design is similar to i-cockpit from peugeot Basically you are trying to force the 'regular' driving position in a i-cockpit based dashboard + wheel. Because the wheel is smaller to allow this kind of design, you need to raise your seat a little bit (as the smaller wheel will not interfere with your legs) )compared to 'regular' dashboard/wheel. This way your eye PoV will not be blocked by the top of the wheel. TL:DR: Legitimate case of 'you are using it wrong'. You are not riding a F1 car, dont need to lay that low in a prius to begin with.
