Cersei is so inept. Tywin used this intimidation tactic 1:10 only on people over whom he had full dominance, he never used it on any of his rivals. Tywin himself spoke charismatically to Olenna because he understood full well that she herself is a powerful woman. Lannisters might be stronger than Tyrells, but it's not a house the Lannisters can defeat without a serious cost.

Cersei is using a quill to write but she never actually dips it in ink apart from the ending. She actually was only pretending to write cause she wants to be like Tywin.

She picked up the writing or pretending to write tactic from Tywin. He's shown multiple times writing or do something else to show the person he's speaking to is barely worth his attention as a way of displaying dominance and of course Cersei thinks of herself as "Tywin with teats". Neat little detail.

Cersei was a singularly dangerous character in Game of Thrones -- Smart and clever enough to be a serious threat, but shortsighted and foolish enough to see her plans routinely blow up in her own face.
