In full: Angela Rayner 'will force councils to build houses if they miss targets'

Angela Rayner has vowed to impose housebuilding plans on councils that refuse to meet new targets under a major overhaul of the planning system.

The Deputy Prime Minister said she “will not hesitate” to intervene in areas that don’t build enough as she released swathes of the green belt for development.

Speaking in the House of Commons, she unveiled sweeping planning reforms designed to unblock construction and deliver 1.5 million new homes by 2030.

Ms Rayner announced that she is re-imposing mandatory housing targets, which were scrapped by Rishi Sunak, and increasing them from 300,000 a year to 370,000 a year.

She said that as a result of the former prime minister’s decision to remove them, the delivery of new homes is projected to dip below 200,000 this year.

Under her plan councils that fail to provide enough homes will be made to build on low quality “grey belt” land, such as disused car parks, in the green belt.

Ms Rayner warned that two-thirds of local authorities in England now have no up-to-date plan for how to deliver the number of new homes needed in their area.

She said that in future all councils will be required to draw up such a plan, showing where they are going to put the houses to meet their annual target.

Those that refuse to do so will be effectively stripped of their planning powers and will have a housing plan imposed on them from Whitehall, she added.

    Let housing get expensive to the point that people can't afford it. That means it is time to migrate to somewhere else. Go forth, build your rural area back up.

  • I can not understand why. We have a record growth in population, yet we can't build 300,000 houses every year. Apparently, forcing councils is the way. I look forward to seeing how my local council, broke and allegedly making cuts, is going to fund this house building. As for amenities required to service these new cities, I doubt they will ever be added to the planning.

    She can just about read of a pre-prepared script. Her comebacks are usually the same old insults she chucked around in opposition. And going on and on blaming the last 14 years when their leader said it was time to look forward, not back. A housing development in my area recently went bust and building stopped! How's she going to deal with that?

    There huld be more cohncil housing as long as they dont sell them off again. Building more private homes noone can afford isnt the way forward.

  • Lot’s of critics here. How do we solve the immigrant crisis? What’s the answer - Rwanda was obviously neither practical or affordable. Are there any humane pragmatic answers that take into account real world complexity?
