Should connect 2 tanks. One above the other. Get a sump style pump and run it on 12v. Fill / empty bottom tank with pump setup put valves on both pump lines. It will add ballast and let you control depth. I'd suggest a lower profile tank for bottom tank. This will also add a more stable ballast. You won't need concrete and you can adjust ballast tank levels accordingly to the weight inside main sub.

You do realize that there is an equation for displacement. We used it all the time to figure out how much ballast is needed for submarines prior to going out to sea.
