This has to be my favourite phrase in the game, because of it's sheer awesomeness.

To clarify what just happened, that Frog soldier wasn't struck by lightning. She was just so turned on by how badass Raiden was in that moment that her body couldn't handle it and all of her nanomachines simultaneously exploded.

It is interesting to note that the phrase "I am the lightning, the rain transformed" is even better in the native Japanese, as the character for lightning is the character for rain with a dragon's tail. Lightning is literally rain transformed.

My theory on how he can use lightning now: My guess is that, due to the loss of his arms, the current that normally runs through his cybernetic limbs has an output. And, via some use of his nanomachines, he is able to 'direct' it in a way towards enemies. This would explain why he only does it twice, as if he did it to much he'd likely end up with little to no power running him and his body would probably 'shut down' making him useless.
