Actually u mentioned a really good point. Luffy expanded his Haki to Bajrang Gun and that just shows how much Haki luffy has that also shows how strong he really is, not everyone can have such amount of Haki to expand and control

I'd say Luffy is still not on the level of Kaido yet. We have to remember g5 has crazy stamina drain and even when Luffy was bullying Rob Lucci he was still extremely fatigued after. Kaido was fighting constantly with no breaks while Luffy got knocked out twice and needed to eat and recharge.

I think the most important thing to remember about luffy is that his devil fruit is that it was never actually the rubber rubber fruit. Also waiting for a potential Second Awakening from the Nika side of the Devil fruit during the Imu V Luffy Fight

We gotta also think, Luffy had a lower bounty than kidd for awhile because luffy wasn't going around indiscriminately attacking innocent. Id assume shanks bounty may be lower than it "should/could" be for the same reasons. Something that doesn't apply to Big Mom or Kaido

Kaido was the main antagonist of the arc, so he HAD to look broken and invincible. Just like Enel, Katakuri, Crocodile, Doffy ... And did anyone complain about them ? NO. So he DID earn his W and its legit

Luffy's bounty should be the 3rd highest behind Sabo and Dragon. Sabo has seen WAY too much, so his bounty should definitely be the highest right now.

While in terms of raw power luffy should be up there, his bounty is lower than other yonko’s because he just doesn’t well know enough and isn’t after exposing the world government, Shanks has been there since the beginning and knows pretty much exactly how to get the one piece, same for Kaido and big mom, Dragon and sabo are outright against the world government and hold ridiculous information, and if Rayleigh was on the scene and out of retirement he would also have a ridiculous bounty because he basically knows everything. Also the Government is trying to hide the threat the world is in so they’re keeping luffy’s bounty lower.

What I think about the Yami Yami no mi, is that it that it can absorb and nullify attacks and not the fruit power itself. It would be logical because it negated the effects of Law's K-Room, Boa's Love-love beam. It absorbs the energy the attacks the fruits produce. So I think its okay to say that Luffy doesnt have an attack which can be absorbed/nullified by BB since Luffy's DF powers are always coated in Advanced Conquerors Haki.

looking back, i can definitely says that luffy eating the fruit is accidental and that the fruit act up on its own stretching luffy's leg and drop down goofily then shanks being big brain think of something on the spot and says that his fruit will make him a rubber man and generally limiting luffy's ability.. and since the fruit is limited to user's imagination, and luffy's simple mind to believe shanks, luffy been using not even a third of his fruit's capability.. shanks cant even see luffy as a pirate but then after he ate the df he change is mind and give him the hat though thats not really how it went.. according to oda's story telling, the fruit is pretty well-known amongst the elders and tried to hide it for 800 years and change its name to gomu gomu so if someone steals it they wouldnt know its full capabilities.. unless they're who's who and shanks..

I think the reason why Luffy bounty is so low for what it should be is because the world government is afraid that if his bounty went up more then that they would people like big news Morgan would try to figure out whay happened there
