The way I interpret this song is that Tyler had a panic attack in college (can't feel my legs, I might suffocate), feeling under pressure because of the expectations of the traditional educational system (Stand up straight now, can't break now, graduate now). Due to the attack, he runs out to the street and sees a vehicle going towards him (I don't want to be here, what's about to happen?). In that moment, because of the anxiety he decides that it is best for him to stay right there and get runed over; this decision gets printed in his memory, feeling determined to end his life (I remember certain thing, what I was wearing, the yellow dashes in the street, I prayed those lights would take me home). However, driver stops and tells him to move (hey kid, get out of the road). The person notices that he is not ok and he was purposely standing there, so he rolls down his window and says: Can't change what you've done (the fact the he just runned away from college), start fresh next semester (give life a second chance, but take your time). Thus saving lil Tyler's life.

Yeah, his tattoos haven't been explained outside of the ones that are obvious. The crosses, the hourglass, and he also has one on his forearm that says 'Stay Alive".
